What's to tell? The main character, if there is a main character, is Homer Noodleman-- a Candide-kinda-guy who displays great insight and great stupidity, often in the same strip. Here's a strip that supposedly explains the cartoon... The author refers to it when he forgets what he's doing with a pen in his hand.
